For those who don't wanna follow the link, it's worth quickly adding that they define "equipment" in an odd way:
"Equipment does not include hand-held devices (such as hand-held film, still, or television cameras or videocameras) or tripods used to support such cameras..."
So those members of the media who lack "credentials" -- independent filmmakers -- can legally shoot with a tripod in the streets on NY.

They also offer a permit for filmmakers without insurance.

Man, fuck anyone who really enforces these rules. I'm going to buy a sixteen foot crane just to fuck with them now.
